Manager's Notes to Council for December 21, 2010 Meetings
We will have two agendas with action items next Tuesday. The first agenda will be the Industrial Authority where you are being asked to consider the request of T.H. Rogers Lumber Company for an extension of time to obtain an occupancy certificate on their new building on North 4th St. The company took several months designing and engineering the buildings and their configuration on the lot. As you know, they have now begun construction that is anticipated to be complete in April or May. That is after their contracted date for completion. I would think you should approve their request.
We have four action items for your consideration. The first item is the Public Hearing regarding the rezoning of property at 1725 S. Highway 183. This is O. B. Williams furniture store property. The second action item is to consider Ordinance No. 931 regarding the rezoning of the property from R-3 (multi family) to I-2. The Board has already approved the use permitted on review application. This action comes to you with a "do pass" recommendation from the Planning and Zoning Board.
The third item is to consider the condemnation of the Property at 1007 Avant (John C. Kindred property) that you reviewed last month and gave the owner 30 days to eliminate the nuisance. While some work has been accomplished, the property is still not in the condition that was promised. Toby will be available to answer your questions.
The last item is to consider authorizing the Mayor to sign a Memorandum of Agreement (MOA) with the Oklahoma Department of Environmental Quality (ODEQ) concerning the transfer of title for the National Guard Armory property at 13th and Opal. Under this agreement the ODEQ agrees to abate primarily the asbestos that may be present, lead contamination from the firing range, and lead based paint. It also outlines certain allowable uses and prohibits other uses until the abatement can be accomplished. We intend to immediately move our firefighting equipment from our barn southwest of town into the large bay on the north side of the building. Further uses are being studied now by staff for when the remainder of the building can be occupied. This is a really good older building that has multiple City applications. I look forward to you getting to see the inside after we get control.
This is my next to last City Council Update. As most of you know by now, I have accepted the job of City Manager in Yukon. I have given my 30 day notice to the Mayor. I am scheduled to start in Yukon no later than January 16, 2011. I wanted to take a moment to thank each of you, and your predecessors, for the opportunity to serve you and the citizens of Clinton.
