Manager's Notes to Council for December 7, 2010 Meetings
Before beginning with the update, please make note of the website for the City Reach 2020 survey. That site is http://survey.constantcontact.com/survey/a07e35g77kwggtlk7ve/start. There will be a link on the home page of the city website later this afternoon (www.clintonokla.org) We are sending the information to the newspaper, radio, and Cable One.
We will need to open each Authority and the City Council for the presentation of our annual audit. That will be the only agenda item for the Hospital Authority, Recreational Authority, Airport Authority, and the Solid Waste Authority.
Under the Public Works Authority there is one additional action item for your consideration. At our last meeting we approved the expenditure of funds for improvements at the water treatment plant. This meeting we are asking for approval to complete that expenditure of funds at the waste water treatment plant. Reviewing for a moment, we had budgeted a total of $75,000 ($37,500 at each site) for improvements. We spent $28,085 at the water treatment plant. That leaves $46,915 out of the original $75,000 available and budgeted. We are asking for approval for an expenditure of $47,631. That will be an expenditure of $46,915 from the approved budget and $716 from the unencumbered funds in the Capital Improvement Fund. As you can see from the list provided to us by Severn Trent, we still have a long way to go at the waste water plant but we should be able to achieve all of the necessary improvements within the next two years barring any unforeseen issues.
Under the City Council Agenda there are four action items outside of the audit presentation. The first is to consider the condemnation of the property more commonly known as the Pop Hicks property. Toby will be at the meeting to answer any of your questions. The next action item on the agenda is the consideration of Ordinance No. 929 that amends the Clinton City Code Section 8-1-5 regarding excavation, boring, and earth removal. Since the first reading of this ordinance I have not heard any comments from anyone one way or the other. I you turned west off of 4th St. onto Modelle today you could see the need for this amendment.
The fourth action item for your consideration is an expenditure from the unencumbered balance of the Capital Improvement Fund for the total refurbishing of the water slide by Fischer Brothers, LLC of Osseo, WI. I called the original manufacturer of the slide (Miracle) to see if they provided this kind of service. They will only refinish the fiberglass portion if we disassemble it and ship it back to them. They will ship it back to us for reassembly. We would still have to redo the structure or find someone to do it. I then asked them if they knew of anyone to do the work on site and they directed me to Fischer Brothers. Fischer Brothers will do the whole project on site after erecting an "enclosure" over the site. You can read on the proposal all that they are going to do. I believe this is a very good price for what they are doing. Also, we cannot open the slide next summer without doing these repairs.
The final action item is to consider Ordinance 930 regarding amending the Clinton City Code regarding Flood Damage Prevention. Rhonda Williams is our Flood Plain Manager. As part of our ongoing efforts to stay in compliance with FEMA Regulations and as part of the process to get our new flood plain maps you are being asked to amend our current Ordinance. I know we have to do this but I had Ryan review this Ordinance to make sure we knew that we weren't taking on something we did not know about. That is fact the case and I recommend that you approve the amended Ordinance.
