Awarded Association of Public Treasurers' of the United States and Canada
Certified Public Finance Administrator (CPFA) Credential
Silver Spring, MD- On July 25, 2011, Debra K. Blanchard was formally recognized for successfully completing their Certified Public Finance Administrator (CPFA) credential by the Association of Public Treasurers' of the United States and Canada (APT US & C). Earlier this year, Debra K. Blanchard's application was reviewed and approved as meeting the standards set forth by APT US & C. Debra K. Blanchard, City Treasurer, City of Clinton, Clinton, OK is one of 20 members of the APT US & C who successfully completed their CPFA during 2010/2011 Debra K. Blanchard was honored for this achievement during the Association's 46th Annual Conference held in Oklahoma City, Oklahoma. There are over 400 members of the Association who hold the CPFA designation across the United States and Canada.
The CPFA program is a professional certification designed to recognize individuals who demonstrate a strong knowledge of the field of public finance. In order to earn the prestigious CPFA credential, recipients must achieve a high level of professional experience and education. The certification must be renewed every five years through continuous professional development.
APT US & C has CPFA-approved Institutes around the country that offer courses on the various areas relating to the treasury management profession. In addition to the opportunity to earn education points towards the CPFA credential, the Institutes provide attendees with a forum for expanding their knowledge of public finance and keeping abreast of the constantly changing field of treasury management. APT US & C has Institutes in California, Idaho, Illinois, Indiana, Michigan, Montana, Ohio, Oklahoma, South Carolina, Utah, Virginia, Washington, and Wisconsin that offer CPFA-approved courses.

An article by our City Manager Steve Hewitt was recently published on the CNN.com website about disaster recovery and his Greensburg experience. Below is an excerpt and a link to the rest of the article.
When communities face major disasters, recovery is about much more than bricks and mortar. The challenge can feel overwhelming, but the opportunity to build a new future can bring hope.
On May 4, 2007, an EF-5 tornado that was 1.8 miles wide ripped through Greensburg, Kansas, destroying nearly 95% of the town.
Twelve people died and more than 400 homes and businesses were destroyed.
The town, with a population of 1,500, immediately had to deal with search and rescue, infrastructure issues, financial concerns, debris clean-up, communications, planning, recovery, and of course, the emotional impact of the disaster on the survivors.
