A.  APPOINTMENT:   These positions serve at the will of the City Council:

 

City Manager

 

These persons do not have appeal rights under these personnel rules and regulations, but have every right to seek any alleged remedy through the court system.

 

B.  STAFF:   All other positions are filled and managed by the City Manager
