City Manager's Notes to
Council Well, we didn't have much to do the last couple of meetings but we are making up for it this time. We have three agendas with action items. The first agenda is for the Public Works Authority. We have two action items for your consideration. The first is to request authorization to purchase a Used Boring Machine. We put this item in the budget for this year at $40,000. We have been working with our equipment dealers and have found two machines in Dallas that meet our needs. Of the two, Arnold believes that the $30,000 will suit us best. However, we need him to have authorization to make a deal when he gets down there to view the machine in operation. He has made arrangements to view the machine next week. Arnold has also made arrangements to have Terry Igo available by phone to make sure he asks the right questions while viewing the machine. Arnold knows how to operate the machine. As you can tell from his memo, having this machine will save money in the long term. The second action item is to consider an expenditure for an impeller at the Waste Water Treatment Plant. We need to get part of the plant back in operation as quickly as possible. Terry has been searching for places to get this part for some time. The memo is pretty explanatory. We found the part already fabricated in Japan. It is somewhat less expensive but will take six months to get here if everything goes well. The last time we ordered a part from overseas it took two months to get through customs after it got to the US. Under the Solid Waste Authority agenda there are two action items. The first is to consider approving the lease/purchase agreement with OB&T that we discussed last time. While the OB&T bid is higher, it is not significantly higher over the term. The second action item is to consider paying for the repairs to one of our solid waste trucks. The transmission has gone out of one of our units. We need to get this unit back in service as soon as possible. We have budgeted funds for this purpose. These kinds of repairs are the primary why we are working to upgrade our fleet over the next several years. There are six action items for your consideration under the City Council Agenda. The first is to seek your approval to seek bids on a vehicle to take the place of the blue Ford Windstar Van. This is an item that was discussed during our last budget hearings. We will be looking for a "program" or used small to mid-sized SUV that will be more multipurpose than what we have now. The second action item is to ask you to consider an amended Clinton Police Department Policy statement. This policy follows several years of updating our Procedures Manual. I did not have this manual published for you but will have it available at the meeting as well as at anytime you may want to review it in my office or Chief Crabtree's office. Next up after this will be the Fire Department. We will have the first reading of Ordinance #907. This ordinance relates to the annexation of three pieces of property in the west and southwest part of Clinton. The first is the 10 acres immediately south of the Clinton Cemetery that was purchased some years ago for Cemetery expansion. The second is the 110 acres immediately east of the Cemetery that we purchased as an Industrial Site. And the third is the property immediately to the south of the properties mentioned above that is owned by the Joyce Archer family. Lisa has contacted most if not all of the other property owners in the area to ask if they wished to be a part of this annexation. No one but the Archers wanted to be annexed. We already have the Cemetery and the ONG building in the City Limits. We also have a small housing addition south of the Cemetery in the City Limits. The property owners on the southwest corner of that quarter section are not surrounded on three sides by the City Limits. There is one small piece of property located on the north side of the housing addition mentioned above that is surrounded on three sides by the City Limits owned by Mr. Foster. State Law provides for the annexation of property that is surrounded on three sides, however, it has not bee the practice of the City to annex property when the owners do not want to be annexed. The Clinton Cemetery is zoned A-1. We are asking that the Cemetery Expansion be zoned the same (A-1). We are asking that the 110 acre Industrial Site be zoned I-2 (Light Industrial). Finally, we are asking that the Archer property be zoned A-1. This is the first reading only. You are not being asked to take any action at this time. Ryan is checking all of the legal description to insure that we are doing only what we want and not take any property that does not want to be taken. We also will have the first reading of Ordinance #908. This is the second Ordinance involving underage consumption of intoxicating beverages. As you will read this Ordinance reiterates that the State Law prohibits the sale to of the consumption of intoxicating beverages by persons under the age of 21 as well as the City Ordinance that provides for the same. This Ordinance relates to sale of low point beer and other intoxicating beverages sold at primarily at grocery and conveyance stores. Ordinance #908 sets the penalties for violation of the Ordinance, sets who has the authority to administer certain portions of the penalties, and establishes an appeals process. Again, this is the first reading only. The fourth action item is to request authorization to seek bids for the Re-Striping of Frisco from 4th to 12th Streets. The first price we received (which was within my spending authority) did not do everything we needed and wanted done. So, just to be safe, we would like to seek bids. What our investigation has revealed is that our existing 60 degree lines provide for more parking spaces but do not encourage safe driving and parking in our downtown. The "driving lanes" are narrower which cause vehicles to have to back across the double yellow lines when exiting a parking space and easily allows mid block "U-Turns" into parking spaces. By making the lines steeper we can have wider driving lanes and make it more difficult to make mid-block u-turns. But at what cost in terms of the loss of parking spaces. While 30 degree angled parking provides the widest driving lanes and is the most difficult to make mid-block u-turns it "costs" the greatest number of lost parking spaces. A 30 degree angle at 9 ft. would provide for 15 spaces in a 300 ft. block. A 45 degree angle at 9 ft. would provide for 22 spaces. Both options include the required number of ADA parking spaces marked appropriately. Considering the width of vehicles we see in our downtown most often, a 10 ft. parking space seems to be the most appropriate. This would also reduce the number of available parking spaces by two more. All in all, it is my recommendation that we use 45 degree 10 ft. spaces. We also want to re-mark the crosswalks, stop bars, and center stripes. We also are asking for alternates bids for the "side street" parallel parking, and for parking and traffic stripping on Avant. I would like to have all this work done by Reunion Weekend in May. Finally, the sixth action item is to seek your approval for a BIA Grant for Wildland Gear and a Floating Water Pump. This is one of those grant opportunities that comes up real quick and closes real quick. The City's match requirement is less than $900.00. |
